State Performance Plan (SPP)/Annual Performance Report (APR) and State Systemic Improvement Plan (SSIP) Data Collection, Reporting, and Analysis

 

The Center for Technical Assistance for Excellence in Special Education (TAESE) staff and contractors are available to provide special education data collection, reporting, and analysis to assist State Educational Agencies (SEAs) and Lead Agencies (LAs) in meeting IDEA Part B and Part C SSPP/APR requirements, public reporting requirements of SPP/APR information at the Local Educational Agency (LEA) and Early Intervention (EI) provider levels, and supplying secure reports for LEAs and EI providers.

Currently, TAESE collects, analyzes, and reports parent survey (Indicators C4 and B8) and post-school outcome (Indicator B14) data for ten states. In addition to those indicators, TAESE also provides data analysis and reporting for graduation (B1), dropout (B2), state assessments (B3), discipline (B4), least restrictive environment (LRE) (B5 & B6), preschool outcomes (B7), disproportionality (B9 & B10), timely evaluation (B11), and transition (B12 & B13) for states upon request. TAESE is positioned to provide similar services for Part C SPP/APR indicators, as well as state and LEA data drill-downs for state staff and stakeholders. These data drill-downs are especially relevant for the development of the SSIP. TAESE is also available to provide consultation on special education fiscal issues.

TAESE can also provide comprehensive reviews of the State’s draft APR in preparation for submission to the Office of Special Education Programs (OSEP) in February of each year. TAESE experts will read and, if necessary, provide suggestions and advice to correct and/or improve the State APR.

Steve Smith, has over seven years of experience as an IDEA Data Manager for Parts B and C and served as a member of the Education Information Management Advisory Consortium (EIMAC) Board for three years. Steve’s areas of expertise include IDEA data, SPP/APR, disproportionality, special education finance, and data governance. TAESE also contracts with Susan Wagner, Ph.D. Susan has over 20 years of experience in the field of statistical analysis, and is very familiar with special education SPP/APR data.
