The State Special Education Advisory Panel (SEAP) is required under the Individuals with Disabilities Education Act (IDEA). The advisory panel plays a critical role in providing advice and suggestions to the State Education Agency (SEA) regarding special education and related services.

It is critical that advisory panel members and SEA staff receive training and orientation regarding their purpose, and function under the law and regulations. Members need to understand what it means to be “advisory” and how they can adequately represent their stakeholder group.
